Responsibility and funding complications to produce safe evacuation routes though known traffic bottle necks that cross jurisdictions are problematic as the MWPA starts a mapping study. The alteration of roadway infrastructures should be a top priority for the MWPA, municipalities and county agencies for saving lives in a catastrophic wildfire or earthquake.
